asked the Secretary of State for Wales if he will take steps to ensure that the Welsh water authority's proposals for restructuring its land drainage organisation are not implemented before full consultation with the local authorities.

I know of no proposal by the Welsh water authority for restructuring its land drainage organisation. Any proposed restructuring scheme dealing with local land drainage districts and committees would have to be sent by the authority to me for approval. Moreover, before submitting such a scheme to the authority, the regional land drainage committee would have been obliged to consult the councils of counties and districts, any part of which would fall within the area to which the scheme was proposed to relate.

asked the Secretary of State for Wales if he will ensure that the Welsh water authority's proposed new charging policy will not be implemented before full consultation with the local authorities.

The proposals for a new charging system are a matter for the Welsh water authority. The authority is however, consulting on these proposals its local consumer advisory committees, whose members include representatives from all district and county councils in the WWA's area.
