asked the Secretary of State for Scotland how many members of the Executive of the Springburn festival are members of the executive of Greater Springburn Enterprises.

Mr. Ancram

The application for urban programme grant for Greater Springburn Enterprises indicated that, in June 1982, the co-ordinator of the Springburn festival was an office-bearer of Greater Springburn Enterprises. I do not have, nor would I expect to have, more recent information on this point.

asked the Secretary of State for Scotland (1) whether he is satisfied with the fact that the Springburn festival has no treasurer in view of its receipts of public funds;

(2) how often the accounts of Greater Springburn Enterprises and of the Springburn festival are independently audited.

The Manpower Services Commission is responsible for monitoring the management of its funds. It is a standard condition of urban programme grant offers that where payment for a project is made to a voluntary organisation, the sponsoring local authority will make payment of grant subject to the receipt of satisfactory annual audited accounts, and will give these accounts proper scrutiny. I am satisfied that current discussions between Glasgow district council and the Springburn community festival are likely to result in improved constitutional arrangements being introduced for that organisation.
