§ Mr. AncramThe application for urban programme grant for Greater Springburn Enterprises indicated that, in June 1982, the co-ordinator of the Springburn festival was an office-bearer of Greater Springburn Enterprises. I do not have, nor would I expect to have, more recent information on this point.
§ Mr. Martinasked the Secretary of State for Scotland (1) whether he is satisfied with the fact that the Springburn festival has no treasurer in view of its receipts of public funds;

§ Mr. AncramThe Manpower Services Commission is responsible for monitoring the management of its funds. It is a standard condition of urban programme grant offers that where payment for a project is made to a voluntary organisation, the sponsoring local authority will make payment of grant subject to the receipt of satisfactory annual audited accounts, and will give these accounts proper scrutiny. I am satisfied that current discussions between Glasgow district council and the Springburn community festival are likely to result in improved constitutional arrangements being introduced for that organisation.
