§ Sir George YoungAlthough my Department has a considerable amount of information about service charges or proposed service charges for flats being sold under the right-to-buy in inner London, it stems mostly from tenants' complaints. As such it is neither comprehensive nor representative. I am reluctant to ask the inner London authorities for more information since without a detailed description of each block of flats and the services being provided individual figures would have little significance. Flat owners can challenge their service charges in court under schedule 19 to the Housing Act 1980.
