asked the Secretary of State for the Environment if he will obtain and publish illustrative figures showing the amount of service charge being charged in inner London under leases of flats in tower blocks which have been granted under part I of the Housing Act 1980.

Although my Department has a considerable amount of information about service charges or proposed service charges for flats being sold under the right-to-buy in inner London, it stems mostly from tenants' complaints. As such it is neither comprehensive nor representative. I am reluctant to ask the inner London authorities for more information since without a detailed description of each block of flats and the services being provided individual figures would have little significance. Flat owners can challenge their service charges in court under schedule 19 to the Housing Act 1980.
