asked the Secretary of State for the Environment if he is satisfied with the progress being made by local authorities and governmental bodies to demonstrate clearly accessibility to all public buildings for the disabled; and if he has any plans to extend such schemes to private commercial premises.

Section 5 of the Disabled Persons Act 1981 requires those responsible for buildings to which the public have access to put up signs to help disabled people use the facilities provided for them. I have no reason to believe that this requirement is not generally complied with. It already extends to all buildings open to the public, whether they are in public, or private ownership.
