asked the Secretary of State for Education and Science what proposals he has for ensuring a continuing flow of highly qualified graduates in the 1990s, when demand for traditional higher education is estimated to fall.

My right hon. Friend is already promoting a change in the balance of higher education provision in favour of scientific, technological and vocational subjects. The Government's expenditure plans assume a continuing rise in the proportion of young people entering higher education.
