§ Mr. WaldegraveOne of the objectives for water authorities agreed with chairmen in October 1982 was to seek the extension of suitable opportunities for private sector participation in their activities. Since that time we have impressed upon chairmen at a number of individual meetings the importance of competitive contracting out.
