asked the Secretary of State for Social Services if he will set out the factors taken into account in deciding on the charges to private non-resident patients set out in health circular HC(83)7.

Mr. Kenneth Clarke

Charges to private non-resident patients are intended to cover the costs of the services provided. Factors taken into account in determining these charges for 1983–84 were: estimated costs of each service, utilisation, administration, capital and other overhead costs.
