§ Mr. WaldegraveThe Government recognise the concern about the possible effects of nitrogen dioxide on health and the environment which has led the European Commission to formulate this proposal. However, we have reservations about the scientific basis of the proposal and we will be seeking a number of amendments in negotiation.
