asked the Secretary of State for Education and Science whether his Department issues any advice or guidelines to local education authorities concerning the appointment of teachers who have previously been convicted of any criminal offence; and if he will make a statement.

The Department issued administrative memorandum 3/82 on 6 September 1982 to local education authorities and other bodies involved in the appointment of teachers. This sets out the procedures for dealing with cases of misconduct, including criminal offences, by teachers and others who work with children, such as residential school staff, youth and community workers. My right hon. Friend has powers to bar such persons and when he does so details are given in confidence to local education authorities and all other bodies concerned. Procedures are kept under review to ensure they are as effective as possible and the Department will be taking part in the review of arrangements for making available information about criminal backgrounds announced on 19 December by my right hon. Friend the Secretary of State for the Home Department.
