Mr. Proctor

asked the Secretary of State for Foreign and Commonwealth Affairs if Her Majesty's Government will review their policy with regard to the linkage of Cuban troop withdrawal from Angola and a settlement in Namibia; and if he will make a statement.

Cuban withdrawal was never part of Security Council resolution 435, nor do we accept that it should be a precondition for a settlement. But satisfactory arrangements for Cuban withdrawal would be helpful if a settlement is to be reached. We also believe that Cuban withdrawal, together with South African withdrawal from Namibia, will contribute to peace in the region. We therefore welcome current negotiations on this issue.
