asked the Secretary of State for Wales what are the latest estimates available to his Department of the numbers and percentage of children under the age of 10 years classified as fluent Welsh speakers.

The available information relates to the numbers of primary school pupils aged five to nine who were assessed as being fluent in Welsh by their headteachers. In 1983–84, the latest year for which information is available, 25,057 pupils were deemed to be fluent Welsh speakers, 15 per cent. of all five to nine-year-old pupils in primary schools.
