§ Mr. Giles ShawMy right hon. and learned Friend considers applications for additional police officer posts in the light of the resources available nationally for increases in police manpower, and advice from Her Majesty's Inspectors of Constabulary. The main factors which he takes into account are set out in paragraphs 3 to 5 of Home Office circular No. 114/83, a copy of which has been placed in the Library of the House.
