asked the Secretary of State for Transport what rules govern overflights of naval dockyards and other military installations.

All aircraft flying within the United Kingdom must observe the Rules of the Air and Air Traffic Control Regulations 1981. Under rule 27, before an aircraft can fly within controlled air space the commander of the aircraft must file a flight plan and obtain air traffic control clearance for it. Outside controlled air space, aerodrome traffic zone restrictions apply in the vicinity of any military installation with an airfield or helicopeter landing area.

Rule 5 prohibits low flying except in certain circumstances. In addition there are permanent restrictions on flying in the vicinity of certain atomic energy establishments, certain security and other establishments in Northern Ireland and Scampton airfield because of training flights by the Red Arrows.

Under Article 81 of the Air Navigation Order 1980 foreign registered aircraft require my permission before undertaking aerial photography or aerial survey work anywhere in the United Kingdom.
