The information is not fully available, but the costs would include providing the following servicesIn addition to the direct and the general costs incurred by the staff mentioned in my answer to the hon. Member on Tuesday 11 December, at columns 407–8, my Department bears the costs of: enforcing legislation, various occupational health and safety publications issued free of charge to seafarers or to masters or shipowners; the collection and analysis of accident data; certain research projects; and various other activities, including a number associated with enforcing legislation.
