§ Mr. RifkindOur most recent assessment is contained in the reply I gave to my hon. Friend the Member for Upminster (Sir N. Bonsor) on 17 July. I regret to say that there have been no signs of any general improvement in the Soviet Union's compliance with the provisions of the Helsinki final act since then, though we welcome the decision to grant exit visas in three cases raised by my right hon. and learned Friend in Moscow last July.
