asked the Secretary of State for Defence when the minimum operating height for military aircraft in the Highlands restricted area was lowered from 360 ft to 200 ft; and what consultations took place with local authorities when this occurred.

The Highlands restricted area was established in October 1981 to allow practice in the use of terrain—following radar. All the local authorities concerned were informed. To date, flying in the HRA has generally been above the 250 ft minimum that normally applies to military low flying in the United Kingdom.
