Mr. Andrew F. Bennett

asked the Secretary of State for the Environment if he will list the members of the Sports Council, stating in each case the sporting or recreational qualifications or experience which caused him to appoint them to the council.

Mr. Macfarlane

The present Sports Council members, with relative experience, are:

Chairman Mr. R. E. G. (Dick) Jeeps, C.B.E.

Appointed June 1978 for a period of five years and reappointed for a further five years in June 1983. Member of th English Tourist Board. Gained 24 rugby caps as a scrum half for England during the period 1956–62 and was captain of one of the most successful English teams which won the Championship in 1961. Took part in three tours by the British Lions. When he became President of the Rugby Football Union in 1977 he was one of the youngest men to achieve that position. He is a former RFU representative on the International Rugby Football Board. He served as a county councillor for 11 years and as a JP for four years. He was the Vice-Chairman of the Eastern Regional Sports Council when it was inaugurated and served on the Council for three years.

Vice Chairman Mr. Ian S. McCallum

Appointed to the Sports Council in February 1976 and re-appointed for a further term in July 1983. Formerly Chairman of the Association of District Councils. Formerly Mayor of Woking borough council. Unit trust executive. Surrey county swimmer as a youth.

MEMBERS

Mr. Robin A. Aisher

Appointed to the Sports Council in September 1982. Chairman of the Southern Council for Sport and Recreation. Represented Great Britain in International and World Championship Yachting continually since 1956 and in the 1960, 1964 and 1968 Olympic Games winning a Bronze Medal in 1968. He was a member and Captain of the Great Britain Admiral's Cup Team in 1973 and 1975 and a member of the victorious team in 1977. He captained the team which won again in 1981 and was Yachtsman of the Year in 1975. He is currently Chairman of the Yacht Racing Divisional Committee of the Royal Yachting Association and a memberof the Royal Yachting Association Council. He is a member of the Permanent Committee of the International Yacht Racing Union since 1971 and chairman of two of its committees. He was Vice-Commodore of the Royal Thames Yacht Club and he is now the Vice-Commodore of the Royal Ocean Racing Club. He is the main board director of Marley PLC and chairman and director of Marley Floors limited and chairman of Marine Development.

Miss Eileen Alexander, O.B.E.

Appointed to the Sports Council in February 1977 and re-appointed for a further term in July 1982. One of the representatives of the Central Council of Physical Recreation on the Sports Council. Formerly Chairman of the CCPR Movement and Dance Division and Member of the CCPR Executive Committee. Member, Lilleshall Committee.

Mr. James R. Cochrane, J.P.

Appointed to the Sports Council in September 1984. President of the Lawn Tennis Association. Joined the Council of the Lawn Tennis Association, representing Lancashire, in 1972 and was vice-chairman in 1980 and chairman in 1981. Formerly a schoolmaster and now a company director.

Mr. Sebastian Coe, M.B.E.

Appointed to the Sports Council in November 1983. Research student at Loughborough university working on the social history of sport. He has been champion at 800m at all levels from schools' to the World Cup, Europa Cup and European Championships. He is the double Olympic Champion at 1500m and has a total of 13 world records. Member of the IOC Athletes Commission.

Mr. Steve Coppell

Appointed to the Sports Council in November 1983. Made over 400 appearances for Manchester United Football Club and scored over 70 goals in his career with them until his retirement through injury in 1983. He gained a winner's medal in the 1977 F.A. Cup Final and runners up medals in the 1976 and 1979 F.A. Cups and the 1983 Milk Cup. He made his first appearance for England in 1978 and played 42 times for his country. Chairman of the Professional Footballers Association in 1983 and now manager of Crystal Palace Football Club.

Mr. George A. Cubitt, M.B.E.

Appointed to the Sports Council in October 1979 and re-appointed for a further term in July 1982. One of the representatives of the Central Council of Physical Recreation on the Sports Council. Joined the Camping Club of Great Britain in 1958 and appointed Secretary General in 1963. Deputy Chairman of the CCPR and a member of the CCPR Executive Committee and Chairman of the Outdoor Pursuits Division. Member, British Association of National Sports Administrators. Member, British Tourist Authority's Camping and Caravanning Committee and a member of Council for National Parks.

Sir Arthur Gold, CBE

Appointed to the Sports Council in July 1980 and reappointed for a further term in July 1983. President, European Athletic Association. Honorary Secretary, British Amateur Athletic Board 1965–77 and Life Vice President 1977. Chairman, Commonwealth Games Council for England. Vice-Chairman, British Olympic Association. Member of Executive Committee of the CCPR. Former British international high jumper. Involved in athletics coaching for more than four decades and currently Chairman of the United Kingdom Coaching Committee.

Mr. James Harvie-Watt, FCA

Appointed to the Sports Council in July 1980 and reappointed for a further term in July 1983. Company Director. Formerly Managing Director of Wembley Stadium Ltd.

Mr. Peter Heatly, CBE, DL, BSc

Chairman, Scottish Sports Council. Previously Chairman of the former Scottish Council of Physical Recreation. Appointed to the Sports Council in December 1971. Appointed to the advisory Sports Council in June 1969. Civil Engineer and Company Director. Chairman, Commonwealth Games Federation. Sports administrator and former international diver. Represented Great Britain in 1948 Olympic Games and won a Gold Medal at the 1950, 1954 and 1958 Commonwealth Games. Chairman of the Commonwealth Games Council for Scotland when the Games were held in Edinburgh in 1970; Great Britain Diving Committee and Secretary of the International Diving Committee.

Mr. A. E. (Dick) Hodges

Appointed to the Sports Council in March 1984. One of the representatives of the Central Council of Physical Recreation on the Sports Council. Chairman, CCPR Water Recreation Division and a member of the CCPR Executive Committee.

Air Vice-Marshall G. C. (Larry) Lamb, CB, CBE, AFC, FBIM, RAF (retd.)

Appointed to the Sports Council in February 1983. During his career in the Royal Air Force from 1941 to 1978, Air Vice-Marshall Lamb commanded several squadrons and served in Egypt, West Germany and Borneo as well as appointments in the United Kingdom. He began refereeing Rugby Union games in 1962 and controlled 14 International matches, 5 Barbarians games and the University match, some 30 County Championship games and many other games in the first class rugby calendar. Has refereed and lectured on the game in many overseas countries. Appointed Chief Executive of the Badminton Association of England in 1978. Member of the CCPR's Games and Sports Division.

Mrs. Judith MacKay

Appointed to the Sports Council in July 1982. Worked professionally in the film industry, television and the theatre. Chairman, Birmingham Sports Council. Chairman of the West Midlands Council for Sport and Recreation. Member of the Board of Directors Birmingham Repertory Theatre.

The Hon. Colin B. Moynihan, MP

Appointed to the Sports Council in July 1982. Member of Parliament for East Lewisham. Representative of the British Boxing Board of Control on the World Boxing Association. Steward of the BBBC. Member of the CCPR Major Spectator Sports Division. Member of the Howell Enquiry into Sponsorship of Sport. Governor of the Sports Aid Foundation (London and South East). Member of British Public School Golf Team and toured USA in 1972. Won World Lightweight Rowing Championships in 1978. Silver Medallist Rowing VIIIs in the 1980 Olympic Games and the 1981 World Championships. Participated in the 1984 Olympic Games in Los Angeles. President of the Oxford Union Society 1976.

Mr. Kenneth Roberts, BA

Appointed to the Sports Council in July 1983. Chairman, Water Sports Division of the British Sports Association for the Disabled. Royal Yachting Association Coach. Mr. Roberts is an administrator at the University of Loughborough. Member, Holme Pierrepont National Water Sports Centre.

Mr. R. G. (Dick) Robinson

Appointed to the Sports Council in October 1979 and re-appointed for a further term in July 1982. One of the representatives of the Central Council of Physical Recreation on the Sports Council. Chairman, CCPR Major Spectator Sports Division. Member, CCPR Executive Committee. Retired insurance official. Vice-President and an ex-Chairman of the Lawn Tennis Association. Member of the Committee of Management of the Wimbledon Championships. Member of Committee of the Wimbledon Lawn Tennis Museum. Vice-President and an ex-Secretary for 26 years of the Kent County LTA. Chairman, Tunbridge Wells Lawn Tennis Tournament.

Mr. Norman W. Sarsfield OBE MC

Appointed to the Sports Council in February 1983. Chairman, East Midland Council for Sport and Recreation. Trained as a physical education teacher and was swimming teacher to the Gateshead Education Authority from 1947 to 1970. Appointed Secretary of the Amateur Swimming Association in 1970 until retirement in 1981. He has held many posts in swimming including Chairman, World Technical Swimming Committee 1968–72 and Honorary Secretary of the European Swimming Federation 1974 onwards. Councillor, Durham city council 1955–70 and Mayor of Durham 1964–65. Councillor and Chairman, Estates and Recreation Committee of Charnwood borough council Chairman, Charnwood Sports Council. Deputy Chairman, Central Council of Physical Recreation 1975–81 and Honorary Treasurer, Commonwealth Games Council for England from 1978 onwards.

Air Commodore Peter H. L. Scott AFC RAF (Retd.)

Appointed to the Sports Council in October 1982 as the Armed Forces representative on the Sports Council. Director of Sport for the Royal Air Force since 1977 and Inspector of Recreation Grounds for the Royal Air Force. He joined the RAF in 1943 and has held a variety of posts until his retirement from active service in 1977.

Mr. Keith K. Mitchell OBE

Appointed to the Sports Council in July 1974. One of the representatives of the Central Council of Physical Recreation on the Sports Council. Appointed Chairman of the Executive Committee of the CCPR in May 1981. Formerly General Secretary, English Basketball Association and Vice-President of the Technical Committee of the International Basketball Federation. Lecturer in physical education at the University of Leeds.

Mr. Charles S. Palmer OBE

Appointed to the Sports Council in November 1983. Chairman, British Olympic Association. Secretary General of the General Association of International Sports Federations. Chairman of the CCPR's Games and Sports Division and a Member of the CCPR Executive Committee. Chairman of the British Judo Association and a Governer of the Sports Aid Foundation. Mr. Palmer has been one of Britain's top judo experts and achieved 8th Dan as recently as 1980. He studied Judo in Japan 1951–55; was a member of Britain's Gold Medal Team in the European Championships in 1957–59, and captained the team in 1958–59.

Professor J. Allan Patmore B.Litt MA

Appointed to the Sports Council in June 1978 and reappointed for a futher term in July 1983. Appointed Member, North York Moors National Park Committee. Pro-Vice-Chancellor and Professor of Geography University of Hull.

Mr. John H. Powell MC

Chairman, Sports Council for Wales. Appointed to the Sports Council in April 1980 and re-appointed for a further term in April 1984. Formely Director, British Steel Company of Wales. President of Ebbw Vale Rugby Club and Town Cricket Club for the past 20 years.

Mr. John W. Smith CBE JP

Appointed to the Sports Council in June 1980 and reappointed for a further term in July 1983. Chairman of the Minister's Inquiry into Lawn Tennis. Chairman, Liverpool Football Club. Member, Football League Management Committee. Member of the Football Grounds Improvement Trust and the Football Trust.

Mr. Peter Thomas

Appointed to the Sports Council in July 1982. Chairman, Community Sports Leadership Training Advisory Panel. One of the representatives of the Central Council of Physical Recreation on the Sports Council. Vice-Chairman of the CCPR Interested Organisations Division and its Sport and Youth Sub-Committee. Member of the CCPR Executive Committee. Director of Staff Development and Training (youth and community service) Buckinghamshire county council. Spokesman for the National Association of Youth and Community Education Officers on sport and recreation. Member of the Association of Recreation Managers.

Mr. Ossie Wheatley MA

Appointed Vice-Chairman of the Sports Council for Wales in April 1984. Appointed to the Sports Council in April 1984. Cambridge Cricket Blue; hold the record of the number of wickets taken in a season by any bowler from Oxford or Cambridge Universities. Played cricket for Warwickshire and Glamorgan and was Captain of Glamorgan from 1961 to 1966. Former Chairman of Glamorgan County Cricket Club. Former Test Selector and a member of the MCC.
