asked the Secretary of State for Transport if he will take steps to introduce a scheme to compensate business adversely affected following the opening of new roads, such as diversions and by-passes; and if he will make a statement.

There is no provision for payment either way in respect of businesses which may be affected by changes in traffic as a result of the opening of new roads. No business can reasonably expect a guarantee of any level of traffic past its premises. Its activity is likely to be affected by many factors, and I have no proposals for a change in the present statutory position.
