asked the Secretary of State for Trade and Industry whether he will publish the consultant's report on the setting up of a metering approval scheme under the Telecommunications Act 1984.

I have received the report commissioned by the Department of Trade and Industry from the Metra consulting group and I have decided that it should be published. Copies have been placed in the Library of the House.

The report, the preparation of which was supervised by a steering group, including representatives of public telecommunications operators and users, puts forward a number of costed options for the implementation of a metering approval scheme under section 24 of the Telecommunications Act. I have decided to seek the advice of the Director General of Telecommunications about which of these options should be pursued. Before any final decisions are taken I shall want to consider the director's advice in light of public comments on the report. I am therefore asking those who wish to express views on the contents of it to send them in writing to the Office of Telecommunications marked for the attention of Mr. K. Benson by 31 January 1985.
