§ Mr. Tony Banksasked the Secretary of State for the Environment which London local authorities would gain and which would lose from his proposals that the collective funding of voluntary bodies should be met by contributions based on population rather than rateable value; and what would be the percentage change in the contribution for each authority.
§ Mr. Waldegrave[pursuant to his answer, 29 November 1984, c. 557]: Our proposals are designed to ensure as far as possible that ratepayers in each borough make an equal contribution in rate poundage terms to the collective scheme, as they do at present to the cost of GLC grants through its precept. The proposals therefore would minimise changes to ratepayers — whether gains or losses—in comparison to the present situation.
