§ Sir Keith JosephMy right hon. Friend the Secretary of State for Wales and I intend to bring forward proposals for distinction and merit certificates shortly. Subject to consultation, I would expect these certificates to be available to qualifying candidates in the first GCSE examinations in summer 1988.
