Mr. Dickens

asked the Secretary of State for Defence if he will review the cost criteria with particular reference to overhead margins laid down by the Procurement Executive in relation to suppliers of defence equipment and components.

Mr. Butler

The elements which are allowed into overhead costs for Government non-competitive contracts are established by accounting conventions recommended by the Review Board for Government Contracts. The last Report from the review board was received in January this year and certain changes were made to the conventions. It would not be appropriate therefore to institute another review at this time.
