asked the Secretary of State for the Environment if he has any plans to introduce legislation to give tenants the statutory right to know the name and address of their landlord.

Residential tenants already have the right under section 121 of the Housing Act 1974 to request the name and address of their landlord. If the landlord's interest is assigned, the new landlord has a duty under section 122 of the Act to inform all tenants of his name and address. Failure to comply with either of these requirements without reasonable excuse is a criminal offence.
