Mr. Tony Banks

asked the Secretary of State for the Environment if he will list those local authorities which, on the basis of the latest information available to him, have exceeded the Government's expenditure targets by more than 2 per cent., 4 per cent., and 6 per cent. in both of the financial years 1981–82 and 1982–83.

asked the Secretary of State for the Environment if he will list the principles he has adopted in setting expenditure targets for individual local authorities in relation to the following components of total expenditure: (a) current expenditure, (b) revenue contributions to capital, (c) debt charges and (d) rate fund contributions to housing revenue account.
