asked the Secretary of State for Employment whether financial penalties imposed on trainees are retained by the sponsor, or whether it is a requirement that such amounts be returned to the Manpower Services Commission.

In cases where financial penalties are imposed on trainees, their sponsors' claims on the Manpower Services Commission are adjusted accordingly.
