asked the Secretary of State for the Home Department how many local authorities have carried out surveys of the protective factor of residential accommodation as recommended in ES3/81.

No central record is kept. The Civil Defence (General Local Authority Functions) Regulations 1983 require local authorities to make plans for instructing and advising the public on protective measures to be taken against the effects of hostile attack and to utilise such buildings, structures, excavations and other features of land in their area which are suitable for use for providing civil defence shelters for the public. We propose to monitor the performance of local authorities in respect of these and other requirements of the regulations by requiring reports from them on their progress in civil defence planning.
