§ Power and Description of Default Power

Public Libraries and Museums Act 1964, section 10 (as amended by Local Government Act 1972, section 10)
Lord President of the Council/Secretary of State for Wales, may transfer responsibility for providing library services to himself or, in the case of a Welsh district council, to a county council where a local authority have failed to carry out their functions.
