Weights and Measures Act 1979, section 8
Secretary of State may make arrangements to secure that a requirement made of a local authority, not carrying out its weights and measures functions, by the National Meteorological Co-ordinating Unit is complied with. Secretary of State may appoint an inspector to carry out arrangements and recover the cost from the local authority.

Secretary of State may transfer the whole or part of the duty imposed on a weights and measures authority to another person who has agreed to the transfer or to exercise the powers himself.
