§ Mrs. ChalkerWe have already examined the practicalities of such a requirement. It would involve considerable difficulties and there would be no advantage in imposing it. Insurance certificates are checked when vehicles are relicensed and the police already have powers to require drivers to produce them at any time. I am happy to examine all ideas for better enforcement, but this idea has not proved as helpful as at first seemed likely.
