Mr. Rost

asked the Secretary of State for Energy (1) if he has studied the national Right to Fuel campaign's paper "The Cost of Warmth," a copy of which has been sent to him; and if he is considering its recommendation to establish a cost of warmth index, so that the wide variations in minimum heating needs of low income households can be assessed;

(2) if he will sponsor a pilot project in an area where fuel poverty is considered to be a problem, and where there is a wide range of house types and heating systems, to test the potential value of a cost of warmth index.

The recent proposal by the National Right to Fuel Campaign for the construction of a cost of warmth index is currently being examined. Alternative ways of indentifying heating problems of individual low income households, including the use of existing audit services, are also being studied.
