Mr. Gordon Brown

asked the Prime Minister if she will list all the special advisers and political advisers who have held appointments since May 1979, together with the detailed terms and conditions of employment; and whether in all cases these were in line with paragraphs 9870 and 9874 of the general principles of conduct for civil servants.

The Prime Minister

Special advisers are civil servants and their terms of appointment are similar to those of other civil servants and they are subject to the same rules of conduct (including paragraphs 9870 and 9874 of the Civil Service code) apart from certain exceptions which reflect the special nature of their role.

Political advisers are not civil servants and are not paid from public funds. Although the provisions of the Civil Service code are not generally appropriate, political advisers are required to avoid conflicts of interest between their work for Ministers and their private and business affairs.

EFFICIENCY ADVISER

In addition, Lord Rayner and Sir Robin Ibbs have held the appointment of adviser on efficiency.
