Mr. Murphy

asked the Secretary of State for Social Services if he will detail the terms of reference for the four inquiries he has initiated into the social security system; and what is the method by which representations may be made by the public and organisations.

The terms of reference for the four inquiries are:

Inquiry into Provision for Retirement:

"To study the future development, adequacy and costs of State, occupational and private provision for retirement in the United Kingdom, including the portability of pension rights, and to consider possible changes in chose arrangements taking account of the recommendations of the Select Committee on Social Services in their report on retirement age".

Housing Benefits Review:

"To examine the structure and scope of the housing benefit scheme to ensure it is as simple as possible, and that help is concentrated on those most in need and to improve its administration by local authorities".

Supplementary Benefit Review:

"To review the structure of the scheme and consider the scope for easing its administration".

Review of Benefits for Children and Young People:

"To review the present social security arrangements for giving financial help to families with children and to young people above school leaving age".

The inquiry into provision for retirement has already sought evidence from the public and representative bodies and has had a very good response. It will be for ministerial colleagues handling the two reviews announced on 2 April, and the independent chairman of the housing benefits review to decide on the way in which public evidence is taken.
