§ Mr. Wheelerasked the Secretary of State for the Home Department whether he is yet in a position to announce the outcome of the investigation set up following the letter to him from the jurors at the inquest into the death of Mr. Colin Roach.
§ Mr. BrittanFollowing receipt of the letter from the jurors at the inquest into Mr. Roach's death, I referred the matters they raised for investigation to the Commissioner of Police of the Metropolis. He had them investigated as162W a complaint under section 49 of the Police Act 1964, and for this purpose appointed a senior police officer from another force to conduct the investigation. The investigation report was considered within the Metropolitan police, and was then sent to the Police Complaints Board for its independent assessment of the case for bringing formal disciplinary proceedings against the officers involved. The Board has now completed its examination of the report, and has accepted the conclusion of the Metropolitan police that formal disciplinary proceedings should not be brought. The board wrote yesterday to the inquest jurors to explain in detail the reasons for its decision and has sent me a copy of the letter. I have placed a copy of this letter in the Library.
