At the Stockholm conference we and our Allies have tabled concrete new confidence and security building measures in the conventional field which would significantly enhance the provisions of the Helsinki final act to which, I think, the right hon. Gentleman refers. The Soviet Union has not so far tabled any formal proposals at Stockholm.
