§ Sir George YoungIt is estimated that average unrebated council house rents in England and Wales increased by 119 per cent. between 1979 and 1983 and net of standard rent rebates by 106 per cent. Over the same period, average mortgage repayments to building societies, net of tax relief, are estimated to have risen by 75 per cent.; these exclude repayment of principal on endowment mortgages.
