It is taking longer to reach a decision on the scheme than expected when I replied to the hon. Member's question on 22 November last year at column 151. However, my right hon. Friend and my right hon. Friend the Secretary of State for the Environment hope to announce their joint conclusions in the near future. The scheme is programmed for a start of works towards the end of this year.
