asked the Secretary of State for the Environment what factors have led to a decrease in the rate support grant for Welwyn Hatfield district for the year 1983–84; and if he will make a statement.

The latest estimates of the rate support grants payable to Welwyn Hatfield district council are:

The main reasons for the decrease in Welwyn Hatfield's block grant are a reduction in the council's grant related expenditure assessment; an increase in the council's expenditure in relation to GRE; abatement of its grant for spending in excess of its expenditure target; and the payment of block grant direct to the Receiver for the Metropolitan police district for the first time in 1983–84.
