asked the Secretary of State for the Environment how much his Department is spending on publicity to advertise the consequences for ratepayers of the proposed abolition of the Greater London council.

Much as I deplore the irresponsible way in which the GLC is spending millions of pounds of ratepayers' money on misleading advertising and publicity about the effects of abolition, it would be quite wrong for my Department to embark on a similar spending spree at the taxpayers' expense. My right hon. Friend has, however, taken steps within the normal conventions aimed at ensuring that the public are properly informed about the facts of the Government's proposals.
