asked the Secretary of State for Employment if, in view of the recent numbers of pickets at coal mines, he will have discussions with the Trades Union Congress about the operation of the code of conduct on picketing and the recommended maximum number of pickets at any one place.

The TUC's own guidance on the conduct of industrial disputes points out thatthere is no legal right to picket as such and that the law does not permit pickets to commit acts such as physical obstruction of a vehicle or person.

The TUC is therefore well aware of the legal restrictions on picketing; and of the powers of the police. It is also fully aware of the provisions in the code of practice on picketing and that this was issued with the authority of Parliament.
