asked the Secretary of State for the Environment what discussions he proposes to have with those local authorities which have been economical in their administration in previous years and which may not be seriously affected by Government proposals to cap rate increases.

The selective rate limitation scheme will apply to no more than 12 to 20 of the highest spending authorities. Economical authorities have nothing to fear. We intend to exclude statutorily from the scope of the scheme authorities spending less than their grant related expenditure, and also authorities with small budgets; a figure of £10 million per annum was suggested in the White Paper, Cmnd. 9008.
