§ Mr. Ian StewartI refer my hon. Friend to the answer I gave on 3 November—[Vol. 47, c.452]—and to last February's public expenditure White Paper—Cmnd. 8789—II. The Commission's proposals could well have reduced the United Kingdom's apparent net contribution figure by something of the order of 500 million ecus a year.
