asked the Prime Minister what remains to be done to bring about fully developed common policies within the European Community on the internal market, transport, energy, industrial, regional and social policy, the environment and research and development; and what time scale is involved.

I have been asked to reply.

The United Kingdom's priorities for the future development of Community policies in fields other than agriculture were set out in a paper that my right hon. and learned Friend the Secretary of State for Foreign and Commonwealth Affairs tabled at the September Special Council. A full summary was placed in the Library of the House. We shall be working for progress in all areas at the Athens European Council in December, where we hope that concrete decisions will be taken.
