asked the Secretary of State for the Environment what were the housing investment programme allocations for the London borough of Newham in real terms for the last five years.

Allocations in estimated 1983–84 cost terms were £38.2 million in 1979–80 and £32.2 million in 1980–81.

Allocations made from 1981–82 onwards are not comparable with those made up to 1980–81 because, since then, authorities have been able to supplement their allocations using the prescribed proportion of capital receipts. Figures for allocations and the prescribed proportion of receipts are:

In 1981–82 the allocation reflected expected receipts from land transfer to the London Docklands Development Corporation.

A further allocation will be made for 1983–84 to the extent that Newham's home improvement grant expenditure exceeds the borough's indicative figure, providing that its total housing capital expenditure exceeds its Housing Investment Programme allocation.

Newham spent 20 per cent. less than its housing investment programme allocation in 1982–83.
