§ Mr. RaisonDetailed decisions were required on the financial terms for the recipient estates, on the specifications for the houses, on the contribution towards each house and the division of the housing money between estates, on a comprehensive scheme for medical services, and so forth. Each was negotiated with the Bangladesh Government and with the industry, and this took time. The delays were not on our side. However the preparations are complete and disbursement now depends on the decisions of the estate managers.
