§ Mr. HurdNATO is at present considering the various proposals put forward by the Warsaw pact Foreign Ministers in January, including that for a non-aggression pact. The NATO countries are already committed not to use force except in self-defence, through the charter of the United Nations and the final act of the conference on security and co-operation in Europe of 1975, and their Heads of Government made a commitment at their meeting in Bonn in June 1982 that no NATO weapons of any kind will ever be used except in response to attack.
