Member for Welwyn and Hatfield on 7 March, Official Report, c. 560, in what ways staff of the House who are not members of trade unions may make representations to the Commission.
§ Mr. Arthur BottomleyThere is an ultimate right of direct access to the Commission for each individual member of staff of House Departments, whether or not a trade union member, in the event of unresolved and unresolvable conflict with his or her head of Department. Where representations are made collectively by staff in grades not represented by trade unions, the Commission will refer them to the relevant head of Department. Submissions may be made to the Commission by heads of Departments on behalf of any of their staff.
