asked the Secretary of State for Foreign and Commonwealth Affairs when the special investigation unit of the Royal Hong Kong police force was established; what are its functions; and what is his assessment of its effectiveness.

Mr. Rifkind

The special investigation unit was established in August 1978. Its main functions are to investigate cases of homosexuality which may involve procuring or the abuse of young people or in response to complaints made by members of the public. Given its limited resources the unit is effective in fulfilling these functions.
