asked the Secretary of State for Social Services what guidelines have been given to Mr. Roy Griffiths on the criteria of efficiency he should use in his forthcoming inquiry into the National Health Service.

Mr. Griffiths has not been given any specific guidelines on criteria of efficiency for use in the NHS management inquiry. We have deliberately made his remit a general one: to advise my right hon. Friend on what more needs to be done, within existing resources, to ensure the effective use and management of NHS manpower and related resources. We have asked Mr. Griffiths and his team to use their own professional experience of the business world to advise us how the patient and the community as a whole can get the best possible services and best value for money from the NHS.
