asked the Secretary of State for Foreign and Commonwealth Affairs if he will take action in the Council of Ministers to secure a fresh Community initiative on the training of unemployed workers.

The European Council agreed last March that all young people entering the labour market should receive training or work experience. The Council of Ministers is now considering a more detailed resolution on vocational training policies in the Community in the 1980s, which covers both the employed and the unemplolyed, and which pays particular attention to the training of unemployed school leavers.
