Mr. Wigley

asked the Secretary of State for Foreign and Commonwealth Affairs what discussions he has had with the leaders of the European Community concerning the method of election to be adopted in the European assembly elections in 1984.

The question of a uniform procedure for European Parliament elections was discussed at the Council of Ministers meetings in November, December and January which I attended, and in February which my right hon. Friend the Minister of State attended. In the light of these discussions, the council has concluded that it will not be possible to reach agreement on a uniform procedure in time for the next European Parliament elections in 1984, though work is continuing on the question of extending the franchise.
